Canada remains one of the world’s most sought-after destinations for skilled migrants, though 2026 brings a more selective, lower-volume system managed by IRCC.

Express Entry

Express Entry is the online system that manages Canada’s main skilled-worker programmes (Federal Skilled Worker, Canadian Experience Class, and Federal Skilled Trades). Candidates create a profile, receive a Comprehensive Ranking System (CRS) score based on age, education, work experience, and language, and are invited to apply in periodic draws.

A key feature is category-based selection: alongside general draws, Canada invites candidates in priority categories. For 2025 these emphasised healthcare and social services, the trades, education, French-language ability, and in-Canada experience — so strengthening one of these can matter as much as a high raw score.

Provincial Nominee Programs (PNP)

Provinces and territories nominate candidates who fit their local labour needs. A provincial nomination adds substantial CRS points and is often the most realistic route for applicants whose scores fall short in federal draws. Quebec runs its own separate system.

Lower targets and a Start-up Visa pause

Under the 2026–2028 immigration levels plan, announced by IRCC, Canada held permanent-resident admissions at 380,000 per year (down from 2025) and sharply cut temporary-resident intake, while raising the economic share of admissions. For entrepreneurs, the federal Start-up Visa has been paused — new commitment certificates stopped at the end of 2025, business-immigration slots were cut, and a new “high-impact” entrepreneur pilot is planned, with priority for founders already in Canada.

What this means for applicants

Canada in 2026 rewards candidates who fit a priority category or secure a provincial nomination, and who have strong language scores. If you were considering the Start-up Visa, treat it as on hold and watch for the replacement pilot. Plan for a competitive process and get an honest CRS assessment before committing time and money.
